The sun was made using extra-thick white poster board that I picked up at a craft store. Extra thick is important to keep it from warping. I got the thickest I could find, and the surface is not smooth. It looks like it was pulled directly from a pulp screen.
I drew a circle using the bell reflector for a commercial hanging sodium light, like the ones you find in a school gymnasium. It gives me a circle about two feet in diameter, drawn in pencil.
Now we get to the painting. In order to keep the board from absorbing all of your paint, I recommend sealing it. I used Krylon Matte Finish 1311 (in a spray can) from the specialty paint section in Walmart. The only reason I choose this is because I have it on hand for sealing paints after use, since it has no UV filters to inhibit paint charging. You can also use Patricia Nimcocks Plaid clear acrylic sealer (gloss) CS200305 - also in a spray can. I have tested both of these and find them to be more than sufficient. I recommend using the Matte, since you don't want light reflecting off of your paint. You want it to be hitting it from every possible angle.
I came back about six hours later and covered the circle with Krylon Glowz (spray can) that I picked up at a craft store. I think it cost between $5 and $9 and I used the entire can. I should have waited a day, because the board started to warp. I had to hold the edges down with stuff and let it dry over night. A day after the krylon glowz, I came back with Day Glow Orange paint that I picked up over at GlowInc.com.

I applied this with a rectangular foam sponge I found in the paint section at Walmart, right next to the roller sponge. At first I was skimpy, but I didn't like the result. At that point I got generous with the paint, to make it look more sun-spotty.
I bought the half pint and ended up using about 2/3 of the can. The can cost about $50 (fucking ouch), but the result is spectacular. Now my hands are covered in glowing orange. Tomorrow (maybe) I will seal the entire thing with matte finish and cut out the circle. You could probably make coronal mass ejections if you wanted (notice the shit outside the circle). I made my circle dark. Try drawing yours light so you can cut CMEs from the oversponge.
My overall satisfaction with the current result is 8 out of a 10, because I fucked up and drew that circle too dark. So no coronal mass ejections for me :(
On the bright side, the dark glow was strong enough that it started attracting bugs. One of them was dumb enough to get caught in the paint before it tacked off. Fuck im.
The final picture just doesn't do it justice. I'll mess with this project more later when everything dries. Need some sleep.
