Pretty much this. Steampunk is well outside the realm of "hard" science fiction to begin with and technically I'd class it as "science fantasy" if I had to tag it. That means you can work any concept in with a little creativity. Mary Shelley created a pre-Victorian biotech monster which survives as a cultural icon to this day. I'm sure you can get away with a steampunk clone.

So, I'm writing a book based on and around a Steampunk setting but there's one thing nagging at me. The creation of a human clone is central to the plot... no she's not steam powered, but the cloning device is... is this too much of a stretch for a Steampunk setting?

I'm not sure what the role of martial arts in a steampunk world could be as firearms would be still widely available. But anyway if OP is interested in the question of which weapon(s) would make sense for hand to hand combat I'd suggest OP to watch the following video about the Pollaxe, as I'm impressed by the wide variety of techniques it can be used for.
